Sam Jeffers is the Co-Founder and Executive Director of Who Targets Me, which produces software and analysis to help people understand how political campaigns use paid advertising to win votes and influence. Who Targets Me has helped monitor over 100 elections, working with media, academics, election observers and fellow civil society organisations to hold political ads to account.  Previously, he spent 7 years at Blue State Digital (the agency that helped elect President Obama in 2008 and 2012) as UK Managing Director.
