Workshop: FIMI: Russian Tactics and Techniques

This session examines how FIMI has evolved from a pre-2022 operational model built around troll factories, fake personas, and state-media amplification into a more diversified, adaptive, scaled-up, and persistent post-2022 ecosystem. It introduces the analytical challenges of studying FIMI and presents the Information Manipulation Set (IMS) framework as a way to structure research. The session introduces participants to the major Russian state-aligned threat actors conducting influence operations abroad. Drawing on primary source reports from leading organisations, it maps the key tactics, techniques, and procedures (TTPs) used across Russian Information.
